The Village of Kenilworth is almost entirely a residentiai conunurity and its chief source of revenue is ordinarily provided by the levy and collec'- *tion of general taxes against real estate and personal property. Revenues froin water service provide but a small balance over operating expense and w4r debt service and there is ajimnited aniount avgilable to the Village from iclbses and fees.
