He also served as a member of the Board of Local Improvements under Mayor Dever during 1923-1925. If elected sheriff, Alderman 'Toman promises to rekorganize the Co u n ty Highway Police and introduce into that department of the county service the most efficient and up - to - date police methods, using to a considerable extent the Evanston Police Department as a model. He intends to equip every squad car and every. depu ty sheriff's car in the county with radios. He plans to in- staîl ambulances at - ail the, C o u n t y Highway Police stations, manned by competent officers who shall receive first aid training under direction of the American Red Cross and also have the, motorc ycl e highway police in- structed in first aid work. He plans to establish an accidentpre- vention bureau, install a modern record department, allow no "shakedown" or grafting among the men on the force, and make the County Highway Police an efficient organization for the sup- Pression -of major crime and the pro- motion of safety throughout the county.
