In the negotiations for the new franchise we favor the securing of tht lowest possible rates for gas and electricity without impairing the quality of the same or the service in connection therewith . The Chicago, North ·Shore & Milwaukee railroad has been operating its train s through Wilmette without a franchi se for several years. This condition should be remedied at once. the Village being entitled to the protection of a franch ise, and the company required to pay the Village reasonable compen.s ation for the usc of its streets in the interim . Grade Separation · I r \V \: favor the co-operation of this Village with other Villages along the Chicago & North Western railway in the pre sJ!nt negotiations with that hne for the elevation of their tracks through the Village. Village office, that of Village Manager, with the view of employing a. techmcally tranied manager (presumably a non -resident) to superintendent or superseded the heads of the present departments of the Village government. We believe that this procedure materially increases the cost of Village administrative expense without corresponding benefit.
