Kenilworth voters will be asked Nov. 6 if their village should get home rule powers. Illinois home rule communities have no propety tax caps, and can impose non-property tax methods of revenue raising. kenilworth officials say they need home rule finance flexibility to pay for intensive upgrades and repairs to aging village infrastructure.
