- Reporter for the Daily News visited the County Clerk's office in Chicago asking for the birth rate for the city of Evanston. Mr. Robert M. Sweitzer, the clerk, asserted that physicians in Evanston were very lax in reporting births and providing birth certificates. This failure to report is an offense under the law. Various future problems for the child lacking a birth certificate are described. Dr. Victor S. Balderston, Evanston Health Commissioner, acknowledged that physicians in Evanston were very lax in recording births. Dr. W. G. Alexander, when called for an interview, said he did not have time to discuss the matter
