- Filtration was the subject discussed at the North End Improvement association meeting in the North End Y.M.C.A. Monday. Chairman R. Clarence Brown, president of the association called for speeches from Aldermen Congdon, Wallace, Esastman and Dyche and also from Commissioner of Public Works John H. Moore, and Prof. W. L. Lewis of Northwestern University and the Evanston Health Department. During the following discussion Wirt E. Humphrey, Frank Y. Norris, John Guilliams and others asked questions. Alderman Congdon explained the recommendations of the engineers for a rapid sand filtration plant. He also explained the financial condition of the city and explained the plan for bonds. Alderman Wallace went on record against the issuance of bonds. He favored a meter system in Evanston whereby users would pay for service. Commissioner John H. Moore suggested the meter issue could be dealt with later. Alderman Eastman was firmly in favor of the water filtration plant as typhoid mortality would decrease with clean water. Evanston's typhoid rate was currently 28 per 100,000 per year, above the average mortality for cities where health department records are available. Prof. W. L. Lewis invited the audience to visit his offices in the municipal building where he would show them colon bacteria which had been bred in the Evanston water system.
