- Congressman Charles M. Thomson sent a letter to his constituents, the people of the 10th Congressional District of Illinois. He discussed his recent vote which helped pass an immigration bill. The bill required a literacy test for all aliens over sixteen years old. The bill permitted these aliens to legally bring certain relatives into the U.S. whether or not they were literate. Thomson reviewed the history of the literacy test requirement for immigration to the U.S. He explained that he voted for the bill to help control immigration.
