Incidents such as the shootings of school children by Laurie Dann in 1988, and the recent shootings at Virginia Tech by Seung Hui Cho, have urged law makers to take action. The federal Gun Control Act of 1968 prohibits the sale of firearms to certain persons, including the mentally ill, but keeping weapons out of their hands continues to be difficult. Names do not appear on the federal database prohibiting sales of guns unless the person has been involuntarily committed to a mental institution or adjucated as a mental defective. Another incident mentioned was the killing of five people and himself by Steven Kazmierczak at Northern Illinois University in DeKalb last Valentine's Day.
