Notes
One of the conservation bills which has been reported to the house by the committee on public lands concerns the development of the coal, oil, gas, phosphate, Potassium and sodium deposits contained in our public lands. With the exception of coal, the bill applies to Alaska as well as continental United States. As in the case of the Alaska coal leasing bill, this bill is based on a system of leases. The author is in favor of developing natural resources through a leasing system.

Representative Taylor of Colorado filed a minority report stating objections on the grounds of states rights.
