The Village board, expected to vote on a controversial plan to build seven townhouses where two detached houses now stand at 1314-1318 Wilmette Ave., voted instead to negotiate with the builder for a contribution to the village's afordable housing fund. Developer David Schwartz' lawyer, James Murray, said he was surprised by the move.
