Illinois memorial praying for statehood, which was adopted by the Territorial Council on December 10, 1817, was laid before the lower house of Congress by Nathaniel Pope, the delegate from the territory, in the House of Representatives on January 16, 1818. History of the events leading to passage of the bill and its signing by the President on April 18, 1818.
