A state ban on smoking in public places, including restaurants and bars, could go into effect soon if legislator, State Sen. Terry Link, D-Waukegan, and anti-smoking activists prevail. Comments by Kenilworth Village President Tolbert Chisum. More than 30 Illinois communities have adopted smoking bans. About one third of states in the country have smoking bans. Garnet Dawn Scheuer, a Lake Bluff resident and founder of Illinois Smokers Rights, says a state ban would violate her rights.
