The Illinois Secretary of State's office hired a team of architects about two years ago to rehabilitate the state capitol building. In searching for the original plans, a cornerstone box dated October 5, 1868 was opened. Descripition of contents included no plans. Sen. W. Russell Arrington, Sen. Robert Coulson and Rep. Harold Katz were very interested in the copy of an 1867 manual containing the rules of the 25th General Assembly.
