Suburban homeowners are appealing the higher "market values" that were placed on their homes when Cook County changed its assessment system. Until the appeals are completed, the tax-cycle cannot begin, resulting in a possible four-month delay in mailing the second-installment property tax bills. Meanwhile many suburban school officials may need to take out loans until the tax moneys are received.
