Tuition rates for special education students would rise 2.5 percent under the proposed operating budget for 2009-2010. Expenses are higher than last year's budget due to a $16.1 million project to build a new North Shore Academy and remodel admdinistrative offices at NSSED's Highland Park Campus. A $8 million in federal stimulus aid is being used toward the cost.
