Increased overnight patrols have led to arrests in the summer spike of car and garage burglaries, but police are asking residents to be diligent about locking property to discourage the crimes. On Sunday four Evanston men and one man from Skokie were charged with burglary. Charged were Ian S. Nebenzahl, 17, of Evanston; David W. Chimitris, 17, of Evanston; Joseph Y. Rolando, 17 of Evanston; Carlos A. Sosa, 17, of Evanston; and Adam J. Epstein, 17, of Skokie. On July 23, police arrested Mr. Laurel Langston, 57, of Hanover Park, who was charged with felony theft and various traffic offenses.
