School districts have safeguards to prevent convicted sex offenders and certain other criminals from holding jobs that put them in daily contact with children. In spite of these safeguards Vicente Pecina, convicted of sexual abuse and possession of child pornography, was employed for five years as a cafeteria worker in Northbrook School District 28.
